Procedure di valutazione per progetti di Social Housing: revisione bibliografica e
passi avanti
L’obiettivo della ricerca proposta è contribuire alla carenza di procedure valutative
(individuate nella letteratura di settore) in grado di affrontare la complessità insita nel settore del
Social Housing (SH). Per affrontare questo problema abbiamo individuato gli articoli scientifici che,
negli ultimi 15 anni (2010–2015), hanno proposto/applicato metodologie di valutazione all’ambito
del SH in Europa.
Per effettuare questa revisione abbiamo applicato un framework strutturato sulla base delle parole
chiave identificanti il SH desunte dalle definizioni ufficiali fornite dal Cecodhas Housing Europe al
fine di identificare in che modo le metodologie valutative sono state utilizzate e il Paese di riferimento
dello studio, fornendone una distribuzione geografica.
I risultati di questa ricerca mostrano come, nonostante alcune procedure valutative siano chiaramente
identificabili nella letteratura di settore, nessun articolo analizzato affronta le parole chiave, e
quindi i temi cruciali del SH, in modo integrato. Per contribuire a colmare questo gap, viene proposto
infine un framework valutativo integrato basato sull’applicazione di Analisi Multicriteriali (AMC) e
Information and Communication Technologies (ICT) in grado di bilanciare gli aspetti del SH in
modo complementare. È importante sottolineare che tale cambiamento proposto non è da intendersi
semplicemente in una modifica nelle procedure valutative utilizzate per acquisire informazioni
ma come un miglioramento nella quantità e qualità delle informazioni stesse.

The purpose of this research is to contribute to the lack of evaluation procedures (identified in
the academic literature) able to tackle the complexity of Social Housing (SH) sector. We analysed
the evaluation procedures currently suggested in the literature on SH, in order to understand what
methodologies are proposed/applied and we checked if the evaluation procedures identified are
able to tackle the current trends occurring in the SH provision in Europe. Operatively, we apply a
review framework structured into keywords derived from the official SH definitions provided by
CECODHAS Housing Europe. First, the keywords are linked to the bibliographic references of scientific
journals and to the country of each study analysed over the past fifteen years, from 2000 to
2015. Second, the papers identified are reviewed by checking whether or not they present evaluation
procedures. Third, a geographical distribution of the papers is provided. The results of this review
show that, even if several evaluation procedures are clearly identified and applied in SH, none of
the papers analysed deals with all the SH keywords in an integrated perspective. To contribute filling
this gap, we finally propose a conceptual decision framework based on the integration between
Multicriteria Decision Analyses (MCDA) and Information and Communication Technologies (ICT),
able to balance the different SH issues seen not as trade off but complementary. This shift is not
intended simply as a shift in the method/tool used to acquire information but also as an improvement
in the quality and quantity of the information themselves.
